Analysis of innovation governance models in global High-Tech Parks and Proposal of an Application Framework for the Saigon High-Tech Park
Abstract:
This study aims to analyze innovation governance models in high-tech parks and science and technology parks worldwide, thereby proposing a suitable governance framework for the Saigon Hi-Tech Park (SHTP). Grounded in the theoretical approaches of the Triple/Quadruple Helix, public–private partnership (PPP), and smart specialization, the research conducts a systematic review of innovation governance practices in the United States, Europe, and Asia. The findings reveal a global trend toward shifting from centralized management to multi-actor governance, emphasizing autonomy, transparency, and multi-dimensional collaboration. The study highlights the dynamic role of startups, intermediary organizations (such as incubators and accelerators), and social factors like trust in enhancing ecosystem performance. Drawing on international experiences, the authors propose an expanded governance framework for SHTP based on five key pillars, notably the transition to an integrated model of Organised Innovation Spaces (OIS) and the development of a smart innovation ecosystem powered by digital technologies. The research contributes both theoretically and practically, reinforcing SHTP's strategic role within the national innovation system.
