Vietnam Customs modernization from the budgetary autonomy mechanism

Abstract:

Since 2005, the government has implemented financial management policies for the Customs sector under the budgetary autonomy mechanism. The first phase lasted for two years (2005-2007), followed by a real-time expansion period of five years (2016-2020), which has now been extended into 2021 and beyond. These efforts have successfully achieved their objectives, as evidenced by the gradual improvement and update of the Customs legal system. This has increased the budget revenue target and modernized the management methods to adapt to changes in the international business environment. This article examines the initial success of Customs modernization achieved through the correct orientation of the budgetary autonomy mechanism.
