Phát triển nông nghiệp bền vững trong điều kiện biến đổi khí hậu tại tỉnh Hậu Giang

Hậu Giang là tỉnh thuộc vùng châu thổ sông Mê Công - vùng trung tâm của Tiểu vùng Tây Nam sông Hậu. Hiện nay, cùng với các tỉnh thuộc Đồng bằng sông Cửu Long, Hậu Giang cũng chịu ảnh hưởng nặng nề từ biến đổi khí hậu. Nhận thức rõ điều này, tác giả tập trung phân tích thực trạng nông nghiệp bền vững trong 03 ngành nông-lâm-ngư nghiệp trước diễn biến của biến đổi khí hậu trong công cuộc phát triển nông nghiệp bền vững tại tỉnh Hậu Giang. Từ thực trạng và tác động của biến đổi khí hậu, tác giả đưa ra 05 giải pháp nhằm ứng phó với tình hình trên bao gồm: Giải pháp về rà soát, điều chỉnh quy hoạch các vùng sản xuất chuyên canh phù hợp với tình trạng biến đổi khí hậu; Giải pháp thu hút nguồn vốn đầu tư vào phát triển nông nghiệp bền vững; Giải pháp đầu tư cho nghiên cứu, ứng dụng khoa học kỹ thuật vào sản xuất nông nghiệp; Giải pháp nâng cao chuỗi giá trị các hàng hóa nông sản kết hợp với phát triển công nghiệp chế biến và du lịch sinh thái; Giải pháp về phát triển nguồn nhân lực đáp ứng nhu cầu phát triển nông nghiệp bền vững.
Abstract:
Hau Giang is a province in the Mekong Delta, the central region of the Southwest Sub-region of the Hau River. Currently, like other provinces in the Mekong Delta, Hau Giang has been severely affected by climate change. Accordingly, this study aims to analyze the current situation of sustainable agriculture in the three agro-forestry-fishery sectors in the landscape of climate change in the sustainable agricultural development in Hau Giang province. From the basis of the actual situation and specific evidences on the effects of climate change, five solutions to cope with the above situation are proposed, including: Solutions to reviewing and adjusting the planning of production areas specialized production in accordance with the situation of climate change; solutions to attracting investment in sustainable agricultural development; solutions to research development and application of science and technology in agricultural production; solutions to improving the value chain of agricultural products in combination with the development of processing industry and ecotourism; solutions of human resource development to meet the needs of sustainable agricultural development.
