Công nghệ blockchain trong đăng ký tài sản (đất đai) tại Georgia và hướng gợi mở cho việt Nam

Georgia được biết đến với vị thế của quốc gia cải cách tiên phong ở trên thế giới về cải tiến công nghệ trong các lĩnh vực quản lý của nhà nước. Trong giai đoạn 2011 - 2016, là giai đoạn Geogria tiến hành cải các mạnh mẽ về ứng dụng công nghệ trong quả lý đất đai, cụ thể Ngân hàng Thế giới (WB) công nhận rằng một trong những các yếu tố thành công, đó là việc chính phủ Geogria nỗ lực mạnh mẽ trong việc khai thác công nghệ Blockchain, một giải pháp Chính phủ điện tử an toàn và sáng tạo của Geogria, trong đó quyền sở hữu về tài sản của công dân được đảm bảo bởi công nghệ Blockchain. Quyền sở hữu dựa trên đăng ký qua Blockchain đã đảm bảo tính minh bạch và độ tin cậy của đăng ký thuộc sở hữu của hệ thống chính phủ và tăng sự tin tưởng vào việc ứng dụng công nghệ này, cũng như nâng cao thực thi pháp quyền, bảo vệ quyền sở hữu cơ bản của con người, giảm chi phí và tăng hiệu quả, hiệu lực của quy trình đăng ký tài sản. Trong phạm vi bài viết này sẽ phân tích những khía cạnh hiệu quả, quy trình ứng dụng công nghệ Blockchain trong đăng ký đất đai tại Geogria, từ đó đưa ra hướng gợi mở cho việc áp dụng công nghệ này ở VN trong đăng ký tài sản (đất đai) trong tương lai.
Abstract:
Georgia is known for its status as the leading reformer in the world in terms of technological innovation in areas of state regulation. The period 2011 - 2016 was the period when Georgia carried out drastic improvements in the application of technology in land management, specifically the World Bank recognized that one of the success factors that made Georgian governments strive for success strongly exploiting Blockchain technology, a secure and innovative e-Government solution from Georgia, in which the ownership of citizens’ assets is guaranteed by Blockchain technology. Registration-based ownership over a Blockchain has ensured transparency and reliability of governmental system-owned registry and increased trust in this technology, as well as enhanced rule of law enforcement, protect fundamental human rights, reduce costs, and increase the efficiency and effectiveness of the registration process. Within the scope of this article, we will analyze the effective aspects and application process of Blockchain technology in land registration in Georgia, thereby giving suggestions for the application of this technology in Vietnam in property registration (land) in the future.
